Several local cities, including San Diego, Imperial Beach, and Chula Vista, have enacted Tenant Protection Ordinances (TPOs) in addition to California's already strict tenant protections.
However, Oceanside City Councilmember Rick Robinson recently voted against creating a TPO, citing that it would not keep people in their homes. He stated,
What we did is not going to keep people in their homes.
Robinson's decision was influenced by the concerns of small "mom-and-pop" landlords in his community, who would be affected by the additional local rules and red tape. National research has also shown that these regulations can be costly for renters.
