However, he highlighted that ongoing divisions, multiple power centers, and the presence of heavy weapons across regions continue to undermine the country's unity and institutional integrity.
The absence of a comprehensive political settlement would leave Libya vulnerable to further division and security tensions.
Guterres called for accelerated steps towards unifying institutions and implementing a national roadmap based on free and transparent elections and inclusive national dialogue, including national elections.
