Mike Kehoe has denied clemency for a man convicted of killing a Missouri State Highway Patrol trooper two decades ago.
On March 20, 2005, Lance Shockley ambushed and killed Sergeant Carl DeWayne Graham, Jr., who was investigating the death of Jeffrey Bayless, a man who was killed while riding in a car with Shockley.
Shockley shot Sgt. Graham from behind with a rifle, severing his spinal cord and paralyzing him, then delivered fatal shotgun blasts to Graham's face and shoulder.
